Patient consent rate was obtained by dividing the number of patients connected with the HIE by the population of the area. All 6 HIEs except HIE C required patients to complete a paper consent form for their medical data to be viewed by health care workers using the HIE. HIE C uses paper consent forms as well as the “patient demographic data synchronization feature” provided by ID-Link.

Troublingly, the HPV vaccine completion rate is only 9% for Vietnamese American women [9] and 33.3% for Korean American women [10]. Additionally, the HPV vaccine coverage with more than 1 dose of the vaccine was also found to be low among Asian American adolescents aged 13-15 years, with estimated completion rates of 60% for girls and 41% for boys [11], substantially below the Healthy People 2030 goal of 80% vaccine coverage of adolescents [12].
