Legitimacy as Social Infrastructure: A Critical Interpretive Synthesis of the Literature on Legitimacy in Health and Technology

Using the 3 disciplinary metaphors we developed, we propose that legitimacy can be conceptualized as a social infrastructure, based on the criteria for an infrastructure by Star and Ruhleder [133]. If we combine the metaphors of a highway system (OMS), computer operating system (STS), and plumbing system (MAS), we begin to see the building blocks of an infrastructure that can support an entire city (Figure 2).
